This machine did not have the old version on it first so I know that
isn't the problem. I installed the old version after the new and the old
one worked. 

Since I didn't get any responses on the winpcap mailing list I'll see if
there's another place to send a message. This really isn't a big deal to
me because the older versions did what they needed.
