Because the version of GTK+ with which it's built requires it, and GTK+
is the toolkit we're currently using on Windows as well as on UNIX.

The latest GTK+ apparently supports 256 colors - but that's a GTK+
2.x/GLib 2.x version, so there would be some unknown amount of work
needed to make it work with 2.x.  It will not necessarily be ported
soon.

People have thought about using the native Windows widgets, but that's
not necessarily going to happen soon, either.
