The UI for that is a bit non-obvious.

Step 4 needs to be

	4) Selecting "Relative Time", clicking "Change", (optionally)
	   applying), saving, and exiting.

(Currently, applying does nothing for the column formats.)

You need to click the "Change" button, after modifying the "Column
title" text entry or selecting a new column format from the "Column
format" widget, to actually change the title or format for a column.
