With your machine, with Windows in general, or with IE 5.5 in
particular, I suspect.

I generally download it with Netscape 4.x on NT 4; try installing
Netscape, if you don't already have it installed, and see if you can
download it.

If I try using the classic HTTP client "telnet", I get:

	% telnet www.ethereal.com 80
	Trying 65.208.228.222...
	Connected to www.ethereal.com.
	Escape character is '^]'.
	HEAD http://www.ethereal.com/distribution/win32/ethereal-setup-0.8.20.exe HTTP/1.0

	HTTP/1.1 200 OK
	Date: Sat, 20 Oct 2001 07:28:22 GMT
	Server: Apache/1.3.17 (Unix) PHP/4.0.4pl1

	Accept-Ranges: bytes
	Content-Length: 7148642
	Connection: close
	Content-Type: application/octet-stream

	Connection closed by foreign host.

so it looks as if it gives a reasonable size (that is, in fact, how
large the file is) and a reasonable Content-Type.

Perhaps IE 5.5 is mishandling the download.
