tcpreplay is freely available for many *nix platforms.
just g00gle for it and you'll find a place where you can get it.

Does anyone here know of a utility that will playback libpcap packet dump 
files?
Ie, spit the packets in a packet dump file out onto the wire exactly as they

are in the packet dump.
I'd find it very useful. I'm trying to debug a DHCP issue, and I've capture 
the DHCP server's offer packet (which my buggy client isn't responding to).
I 
want to play it back to a different client to see if it has any issues with 
it.
