They added to the Windows 9x version code in the library that passes to
the driver the current time zone information, and code in the driver to
use that information to supply time stamps in UTC rather than local
time, so the Windows 9x version (which now supports Windows Me, which is
"Windows 9x" when "x" = 10; "Windows 2000" was already taken as the name
for Windows NT 5.0, so it was "Windows Me" instead) provides the same
type of time stamp as the UNIX and Windows NT versions.
