said, as I remember, that 256-color mode didn't work in the GIMP; I
don't remember whether it said anything about whether it worked in GTK+
or not.

That page now says

	256-colour mode doesn't work, and GIMP will not start if you
	try.

which suggests that he may have put a check for a 256-color display in
there, so that people can't even try to run the GIMP on a 256-color
display.

You'd have to ask Tor Lillqvist whether the problem was just a GIMP
problem or was a GTK+ problem.  If it's a GIMP problem, you may want to
encourage him to move the check to the Windows port of the GIMP, if
possible.
