No, it needs a library "packet.dll".

The page at

currently says

	Win32 Binary Distribution

	Two packages of Ethereal are provided.  The zip file named
	ethereal-*-capture.zip contains a version that can capture
	packets.  In order to use this, you must also install the
	WinPcap packet capture driver.

where "WinPcap packet capture driver" links to the site where you get
the WinPcap packet capture driver - and the libraries that use that
driver, including "packet.dll" - but (probably as a result of a Web site
misconfiguration, which may have been a consequence of the move of the
Ethereal Web site) there was a time when that information wasn't on that
page.  That appears to have been fixed.

which is the site where WinPcap resides; click on the "Download" link,
which takes you to

	http://netgroup-serv.polito.it/winpcap/install/Default.htm

and then click on the "NDIS packet capture driver for Windows 95/98"
link to download it.  Then go back to the

	http://netgroup-serv.polito.it/winpcap/install/Default.htm

and click on the "Windows 95/98" link under "Instructions" on the right
hand side; that'll take you to

	http://netgroup-serv.polito.it/winpcap/install/help/95.htm

which gives instructions for how to install WinPcap on Windows 95 and
98.
