Hi there,

attached is a very small patch to fix the decoding of the date/time
info element in the case that there are no seconds present.

In Germany customers complained to the carriers that the seconds
in the data/time IE are not acurate. So the carriers removed the 
seconds altogether. This patch adds proper decoding instead of
an error string in this case. It is very small and should not break
anything.
