c.) Flipped the sides of the button frames, putting the Edit / Manage to the left and Order to the right. As the scrollbar is on the right, and so the order buttons should also be on the right.


I have tried to put the Order frame just above or below the Edit / Manage frames, but this was looking strange,
as all the buttons in one column was a bit too much.

Do they need their own frame? How about the placing the order buttons in the edit frame? They are editing the list of filters, after all.

Another option might be on either side of the label in the filter frame.
That is where the comment about order is (in that label).
