OK, I've checked it in, with one change to fix a compiler warning, and with various additional infrastructure changes (all the crap that automake wants a plugin to have, plus stuff for the NSIS installer).

In addition to the plugin doing GUI stuff, it also causes a warning to be printed whenever you run Ethereal or Tethereal:

** WARNING **: error opening /usr/local/share/ethereal/asn1/default.tt, No such file or directory

Either we should supply a "default.tt" file, or it should treat the absence of that file as normal and not report an error if the error code is ENOENT. (*Other* error codes *should* be reported.)
Yes, indeed, and this should only apply to the default filename, if
the user specified something else, than ENOENT *is* an error....

I have always had an empty file as default.tt...., is that something
you can add?
