Follow the "Source Code" link under "Download" from the Ethereal home
page to go to

	http://www.ethereal.com/download.html#sources

and then follow the link to your nearest mirror.

The source code is in a gzipped tarball; in order to unpack that on
Windows you'll need software capable of uncompressing gzipped files and
unpacking tarballs.  Cygwin:

	http://sources.redhat.com/cygwin/

includes both gzip and tar (it's GNU tar, so it might be able to
uncompress those files by itself); there may be other packages for
Windows that include software that can do that.  (I don't know what that
software would be.)
