There's always GnuTLS:

It's considered alpha-quality at the moment, doesn't do SSLv1 or v2, and
there's been a conscious decision to leave out "weak ciphers defined in
the TLS protocol".  But if it's not possible to make the Ethereal and
OpenSSL licenses compatible, then at least some uses of SSLv3 and TLS
could be supported.

(Also, someone who needs v1, v2, or "weak ciphers" could always patch them
in.  That's what makes it Free, right? :-)
