This is basically a rerelease of the dissector with Guys proposals inte-
grated. Also the dissector has been renamed from SCCP to Skinny to avoid
naming conflicts with other work in progress. This is just an initial
release only. I hope to have something more complete after the weekend.

I found out that "pro" means "instead of" (as in proconsul). Now I know
what proactive means.
