That FAQ entry has lines to add to "doc/Makefile.in" to fix the problem.

Note that the lines after

	../mergecap.1: mergecap.pod ../config.h

*M*U*S*T* have a tab in front of them, not just spaces (that's the way
"make" works), so you may not be able to just cut-and-paste - you may
have to edit afterwards.
