Is there some way to do virtual frames without attaching a "wtap *" to
them?  That would obviate the need to include "wiretap/wtap.h" in some
files.

You also might want to attach a dissector pointer to every virtual
frame; this would make it easier for other protocols that could
reassemble frames to use the same mechanism.
