OK, my mistake ...

I have an example of a date in 28-Nov-2000 here and I cannot see anyway
that what NT has returned can be interpreted as the words swapped, or
10-ths of a second, or anything like that.

I have asked on the SNIA mailing list to see if they know anything about this.
