If you don't want or need the qt version, you can run configure using:

    configure --with-qt=no

Full usage: configure --help


If you DO want or need the qt version, then you'll have to install all the
dependencies.  It looks like you're running RHEL6.  For me, the following
packages were not installed on the RHEL6 system I was handed for
development, so I to install the following packages (your mileage may vary).
 The hierarchy depicted below attempts to show the nested dependencies.

1) libtool
2) bison (or yacc)
3) flex
4) glib-devel
5) libpcap-devel
6) libnl-devel
7) zlib-devel
8) lua-devel
9) python-devel
10) gnutls-devel
    i)  libgcrypt-devel
    ii) libgpg-error-devel
11) krb5-devel
    i) keyutils-libs-devel
    ii) libcom_err-devel
    iii) libselinux-devel
    iv) libsepol-devel
12) openssl-devel
13) libcap-devel

And these were also needed in order to create the .rpms:
