I found the command is: sudo stop network-manager
However, then I cannot connect to the wifi router wirelessly.

Then the problem might be that NetworkManager is "helpfully" turning monitor mode off.

That would make no difference.

Wireshark does not itself do anything about monitor mode; it calls libpcap to do that. Libpcap may try to turn monitor mode on, but if NetworkManager then "helpfully" turns it off, there's not much you can do except to get rid of NetworkManager. Try searching in the Ubuntu forums for more information about this.
