I guess Speex under the revised (3-clause) BSD license could be included into the Wireshark.
Is there any volunteer to do it?
The RTP player already lookups codec table for decoding other than build-in G.711 codecs.
(see epan\codecs.c)

Would it be possible to use another application to transcode it?

I just get silence when I try to play back voip that uses the speex codec. Shows up as SpeexRTPType-110 or SpeexRTPType-120. Anything else plays back just fine.
Wiresharks RTP player just plays G711a and G711u because of licensing issues.
