Not sure it matters if Windows Firewall is turned on or not but check
the icmp setting anyway at:
Control Panel
Windows Firewall
Advanced Tab
ICMP Settings
Allow incomeing echo request
Slightly remember this setting taking affect whether you have the
firewall turned on or not

I just started watching this thread, so I hope I am not repeating
something that has already been mentioned.
This is in WinXP Pro
Open Network Connections
Double-click TCP/IP. This opens properties
Click on advanced in the lower right corner
Click the options tab
Select TCP/IP filtering, then click Properties
Make sure "Enable TCP/IP Filtering (All adapters)" is unchecked.
