using digg or similar tools will likely reveal who owns the domain. but
since ethereal is discontinued it is probably irrelevant.
as for where wireshark development is based the answer is globally.
it is probable that most of the codebase of wireshark (new name of
ethereal) is developed by non-us citizens working from nos-us soil.
in particular i would estimate that most or all of the crypto support in wireshark is developed outside the us by non-citizens.
if this is a problem you may investigate other options.
there are many other fine protocol analyzers out there.
beware that some of those are based on wireshark in some way or another!
