Unfortunately, that requires creating a login and I have too may of those as it is. Is there not a way to report a bug ‘anonymously’?

There is a bug in the latest release where the ‘Time Display Format’ menu will not display.

Thank you for informing us of this.

So that we can more easily track this problem, and so that we can determine what the cause might be (I can't reproduce it with the latest 4.4.x version on macOS), pease report this on the Wireshark issues list:

For this bug, please give additional details, such as:

               the precise version of Wireshark (the current version is Version 4.4.9 (v4.4.9-0-g57bf67214076));

               the operating system, and the version of the operating system, on which you're running Wireshark;

               the scenario in which the View menu didn't show the Time Display Format submenu (perhaps with a screenshot).

The version information should show up if:

               on macOS, you select the About Wireshark menu item under the Wireshark menu;

               on Windows or on UN*Xes other than macOS, you select the About menu under the Help menu.
