Since you do not have the FCS (it is zero in the one packet displayed so I assume it is always zero), you must disable the "Dissect only good FCS" preference in the IEEE 802.15.4 dissector, which is enabled by default. Otherwise any frame that does not have a valid FCS will not be further dissected and will only be shown as Data.
