The Windows and macOS CI runners are private to the Wireshark project itself, so any attempts to run them from an external project will fail. They shouldn't show up in the pipelines in other repositories, but it looks like there's a bug in our GitLab CI rules. I've pushed an attempted fix in MR 11554.
