I’m using Edge to view the pdf at
www.wireshark.org, and Adobe Reader to view the downloaded PDF.
Regarding the downloaded PDF, the Interactive TOC shows in Adobe, but it does not show in the printed copy, and neither are there any page #’s or section #’s in the printed copy to help identify where in the document you are.
I have a printout of the User Guide for Wireshark 2.5, and it has a very nice TOC, page numbers, section #’s, etc. etc. Very nice, but obsolete at this point.
Glad to see page #’s are coming. If it’s possible to also have section numbering in your document (“1. Introduction”, “1.1. What is Wireshark?”, etc. etc.) like you once had, that would also be most helpful in a printed copy of the User’s
Guide.

What application are you using to view the PDF? The TOC shows up just fine if I view the User's Guide here in Preview, Chrome, and Firefox. It doesn't show up in Safari but that appears to be due to a limitation of Safari. Note that in
this case the TOC is part of the PDF file format; we don't stuff a bunch of links into the document contents like we have to do with the HTML guides.
The page numbers are definitely missing. A fix is inbound at
