I ran into the same problem yesterday, the online guide is not up to date with the current reality.

Took me a while to figure out...

Run

----
> msbuild /m /p:Configuration=RelWithDebInfo wireshark_nsis_prep.vcxproj
> msbuild /m /p:Configuration=RelWithDebInfo wireshark_nsis.vcxproj

I finally got it to work. However, when I tried to follow section
2.2.16 to create an installer, things went wrong and the appropriate
VCProj files had not been created.

Are they only created if NSIS is already installed when you run cmake?
