What about changing the View -> Time Display Format menu from:

Time of Day: 01:02:03.123456
Seconds Since Epoch (1970-01-01): 1234567890.123456
Seconds Since Beginning of Capture: 123.123456
Seconds Since Previous Captured Packet: 1.123456
Seconds Since Prevoius Displayed Packet: 1.123456
UTC Date and Time of Day: 1970-01-01 01:02:03.123456
UTC Time of Day: 01:02:03.123456
To something like this?
Date and time of day (Local): 1970-01-01 01:02:03.123456
Date and time of day (UTC): 1970-01-01 01:02:03.123456
Time of Day (Local): 01:02:03.123456
Time of Day (UTC): 01:02:03.123456
Seconds Since Epoch (1970-01-01): 1234567890.123456
Seconds Since Beginning of Capture: 123.123456
Seconds Since Previous Captured Packet: 1.123456
Seconds Since Prevoius Displayed Packet: 1.123456
Although the Ctrl+Alt+# shortcuts would be changed by inserting those
options in the middle of the list (I never even noticed those were
shortcuts there until now)
Another potentially better option would be to put a separate option in
the menu to choose the timezone - local system or any other timezone
including UTC.
