Yes, you can put them under your user folder (usually "Documents and Settings\<username>)\ApplicationData\Wireshark\plugins and they will be picked up automatically.

To make sure they have been picked up after you start Wireshark, check Help/About Wireshark and click on the 'plugins' tab.
