The second part is done (with the release of 1.0.x), the first part is waiting for Gerald to ???? (I really don't know what's keeping it at the weird .99)

My current Wireshark version (from Help->About Wireshark):

Version 1.1.0 (SVN Rev 18654)

Copyright 1998-2006 Gerald Combs <gerald@xxxxxxxxxxxxx> and contributors.
Another argument for having Major.<odd> numbers be Development releases and Major.<even> numbers be actual releases? 

(Not sure where Rev 18654 is from--that's ancient.)
