That's how the implementation is working, it won't combine items on that

The info that it happens two times in a packet is an information bit by 
itself that I personally would like to know.


In your special case it seems that the BER dissector is just missing 
some implementation, if that's true maybe file a bug report with the 
capture file attached makes sense.
