If you try to compile packet-user_encap.c do you get the same error
and epan/dfilter/dfilter-macro.c what happens with that?
can you try
void** sm = &(smi_modules);
and then passing sm to uat_new()
or cast it to (void*) instead of (void**)
or passing
&((void*)smi_modules)
