You are right.
There are what I done to compile and create setup:
nmake -f Makefile.nmake verify_tools
and I have setuped tools that I didn't have
nmake -f Makefile.nmake setup
nmake -f Makefile.nmake distclean
And I should to setup correct PATH as described in
http://www.wireshark.org/lists/wireshark-dev/200611/msg00590.html
after this I am able to build Wireshark.
nmake -f Makefile.nmake all
