Well, IEEE 802.1s is included in IEEE 802.1Q:

IEEE Std 802.1Q???, 2003 Edition
(Incorporates IEEE Std 802.1Q-1998, IEEE Std 802.1u???-2001,
IEEE Std 802.1v???-2001, and IEEE Std 802.1s???-2002)

I could not find a copy of IEEE 802.1s to download, but did find
the IEEE 802.1Q publicly available :)
