    According to 'CCC-TS-010_ Virtual Networking Computing (VNC).pdf'
    Table 31: VA H.264 Encoding within a Framebuffer Update Message
    The h264 encoding format should be:
    h264 nbytes (4B)
    h264 slice type (4B)
    h264 width (4B)
    h264 height (4B)
    ...
