    make-regs.py: assume source files to be UTF-8
    
    packet-sysex.c contains UTF-8 characters which breaks builds that do not
    have a UTF-8 locale. Reproduce with Python 3.6 or older using
    LANG=C ninja epan/dissectors/dissectors.c
