For me, there is a problem in your pcap
if you look the hexa value :
99 00 05 00 00 00 00
99 is the BEAM Refinedement IE (153 in dec)
00 is the length (and will to be 05)
05 00 00 00 00 is the payload
There is 2 bytes inversed
I will push also some enhance on BRP Requext and DMG Beam dissection
