Could you verify if Npcap uninstaller properly removed the
C:\Windows\System32\Npcap folder?
The line:
WinPcap version 4.1.3 (packet.dll version 0.07), based on libpcap version 1.0
branch 1_0_rel0b (20091008)
Indicates that you have an old Packet.dll coming from a 0.07 version of Npcap
lying somewhere.

The differences between Wireshark 2.0.x and 2.2.x is that the 2.2 branch has
support for Npcap while 2.0 does not. So for sure your Npcap version is not
properly uninstalled.
