Can confirm it's a regression of commit
fde5e29fc14d593ef90ae32adf2c9016c7a550c2.

Frame 25 of sample pcap contains two DICOM segments. The second one is
fragmented (#25,#27,#29). Frame 29 also contains two DICOM segments. Both of
them are fragmented (2. Segment: #29,...,#716).

Need to find another way to fix bug 13110.
