So did you reboot your PC between uninstallation and new installation?

THe last time I tried restore points on Windows 10, it was working fine (but it
was prior to the Anniversary Update). Will give it another try.

As indicated in Wireshark installer,
https://github.com/desowin/usbpcap/issues/3 gives the registry key to be
removed to restore USB ports. Booting from a recovery CD can probably allow to
modify the registry key.
