Tried the command Wireshark.exe -i 8 -k -w a.pcap - with
Wireshark-win64-2.3.0-850-g73a0ee0.exe - It is working fine and the Bug is
resolved. 

The exe you provided is showing File does not exist hence downloaded this
version as it was the latest one. 

When i used Tshark the same error is returned - Tshark.exe -i 8 -w a.pcap
throws the same error 1460

Let me know if you have resolved with Tshark. 
I want to run the capture in command line and stop the capture through it, If i
use Wireshark it opens Wireshark UI.
