Cost extended community capture

Greetings,
I am submitting an enhancement to BGP Extended Community dissector to support
Cost community and EIGRP route types communities, and to also support older
Type/Subtype for OSPF communities that are still used on Cisco routers.
This bug report contains example packet capture files to test with the enhanced
dissector code.
