On the system that does capture a few packets I was actually using dumpcap as
the remote capture application, the result is a few frames captured then an
error message that the next frame was too long with the size as a large
negative value, e.g. "Frame 2 too long (-712469504 bytes)".
Switching to tcpdump on this system generates the error previously reported.
