This is probably a consequence of libpcap using "can this be opened?" as a way
of filtering out devices that are supplied by whatever "enumerate the network
devices" API but that aren't supported by the OS's underlying capture
mechanism.

So this is really a libpcap issue.

There are a variety of ways to fix that in libpcap.
