        BTW, the Wikipedia article on ISO 8601 quotes ISO 8601:2004 as saying in ISO
8601:2004(E), section 4.2.2.4:
    ... the decimal fraction shall be divided from the integer part by the
decimal sign specified in ISO 31-0, i.e. the comma [,] or full stop [.]. Of
these, the comma is the preferred sign.
so it's at least *permitted* to use either . or , as the separator.  The right
thing for us to do is probably to use the locale's separator - as we're putting
a space between the date and time, we're not strictly conforming to ISO 8601,
at least as I read it (CHF 138 later...), so I don't see a strong reason to use
, even in locales where . is used (i.e., most of North America, some islands of
the coast of France :-), and, I think, most of Asia).
