I'm not sure this is a bug:
apparently sending a J1939 frame without data is recognized as "malformed".
I read several documents for J1939 especially "A Comprehensible Guide to J1939"
(author Wilfried Voss).

The data field is supposed to be optional...

I put a message on his forum :

then peoples adviced me to report this potential bug here.
