The dissector is the same, the protocol preference still exists after reload.
If you set the preference to "y" in the preferences file (via the dialog for
example), then quit Wireshark and repeat the above steps (without wiping the
directory) the visible preference is "y", not "x" as expected.

My guess is that plugins are loaded and then initialized from "-o" values, but
on reloading, the (dirty) prefs are removed. On reload, the pref value is
simply loaded from file.
