You are on the wrong SW branch.
Please use master branch (not master-2.0), that includes S1AP dissector up to
release 13.1.0 and that can successfully decode the messages.
The stable branch you are using does not (and will not) support those
extensions are only bugfixes are backported, not decoding enhancements.
