Because they *are* UDP packets. In the capture you've supplied it appears that
the "BINL" data is the UDP payload.
To help someone implement this dissector (if someone should choose to do so)
please supply more info:
1. A pointer to documentation about the BINL protocol.
How/Where is it used ? etc etc
2. One or more captures containing all the different packet types with
realistic data.
For example, the RQU BINL requests in the capture you've provided don't appear
to contain an actual "Requested Filename" (just a "\n").
