Could you download USBPcap installer from
https://anonsvn.wireshark.org/viewvc/tags/2015-12-11/packages/USBPcapSetup-1.1.0.0-g794bf26-1.exe?view=co&revision=480&root=Wireshark-win32-libs
and run it manually to see what happens?
